Important Note!
Because your ISP is likely to completely block VPN access, you must use custom protocols specifically designed to hide VPN connection. To reiterate, OpenVPN will NOT work unless it’s obfuscated to look like normal HTTPS traffic. Please read our guide in full to successfully use VPN in Iran, Syria, UAE and similar restrictive countries.
Additionally, even though VPN providers listed below can effectively bypass Internet restrictions in the Middle East, their websites and apps might be inaccessible from within those countries. Please setup VPN before you arrive.
Iran, Iraq, United Arab Emirates (UAE), Saudi Arabia, Syria, Pakistan, Qatar, Sudan, Oman, Egypt, Bahrain, Kuwait, Turkey and other countries in the Middle East are known to have some of the strictest internet censorship laws in the world.
Some Middle Eastern governments force ISPs to use advanced filtering methods to block VPN protocols as well as a large number of top international websites and services that are deemed unfit for the muslim world. Not only Youtube, Facebook, Twitter, Flickr, Telegram, Skype are not accessible, but also Wikipedia and even Google.
VPN uses tunnelling protocols most popular of which are OpenVPN, WireGuard and IPsec. Governments in Iran and Syria also force ISPs to use Deep Packet Inspection (DPI) method on a country-wide scale. Since encrypted connections are different from regular ones, they are quickly recognised by Islamic government and get instantly blocked. For this reason most VPN providers are either unreliable or don’t work at all.
There are, however, VPN providers that actively fight DPI and offer tools that obfuscate OpenVPN to make it appear as regular HTTPS traffic to the ISPs. HTTPS traffic looks like regular Internet browsing and, therefore, doesn’t raise any suspicion. For this reason, obfuscation tools can bypass even the strictest filtering methods and open access to unrestricted Internet anywhere in the world, including Iran, Syria, UAE.
Obfuscation tools are generally also undetectable so your ISP will not even know you are using VPN. Some VPNs are slow, unreliable, or even unsafe. Other VPNs may not work well in the Middle East or may be blocked by the authorities. That’s why you need to choose a VPN that is fast, secure, and reliable. For this reason in our Best VPN for Middle East guide, we recommend only VPN services with obfuscated VPN servers.

Internet Censorship in the Middle East
Internet censorship in the Middle East is a complex and controversial issue that affects millions of people. The governments of many countries in the region have imposed various a href=”https://www.article19.org/resources/middle-east-and-north-africa-regional-overview-of-digital-rights/” target=”_blank” rel=”nofollow noopener”>forms of restrictions on the access and use of online information and communication technologies, such as blocking websites, filtering content, monitoring online activities, arresting bloggers and activists, and imposing cyber laws that criminalize dissent and criticism.
The main reasons for these measures are often related to political, religious, social, and security concerns, as well as economic interests and international pressures. However, these practices also violate the fundamental rights of expression, access to information, and privacy of the citizens, and have negative impacts on the development of civil society, democracy, education, culture, and innovation in the region.
When you use a VPN, your internet traffic is routed through this server, which masks your IP address and location. This way, you can appear as if you are browsing from a different country, where the websites and services you want to access are not blocked. A VPN also protects your online privacy and security by preventing anyone from spying on your online activities or stealing your personal data.
Using a VPN can help you overcome internet censorship in the Middle East:
- Access social media platforms like Facebook, Twitter, Instagram, and YouTube, which are often blocked or restricted by the authorities.
- Read news and blogs from independent sources that are censored or banned by the government or ISPs.
- Communicate with your friends, family, and colleagues using messaging apps like WhatsApp, Telegram, Signal, and Skype, which are sometimes blocked or monitored.
- Express your views and opinions without fear of retaliation or persecution.
- Watch streaming services like Netflix, Hulu, BBC iPlayer, and Disney+, which are not available or have limited content in some countries.
However, using a VPN is not without risks or challenges. Some countries have laws that prohibit or regulate the use of VPNs, and may impose fines or penalties for violating them. Some VPNs may also be blocked or detected by sophisticated firewalls. Therefore, it is important to choose a reliable and trustworthy VPN provider that offers high-quality service, strong encryption, fast speed, and no-logs policy.
What VPN is best for the Middle East
Internet censorship in the Middle East is a serious issue that affects millions of people, as many governments have imposed various forms of restrictions. Some of the methods used include filtering content based on political, religious, or moral grounds, blocking websites or applications, arresting or harassing online activists, and shutting down the internet entirely. These practices violate the fundamental rights of freedom of expression, information, and association that are guaranteed by international human rights law.
For the reasons above, the best VPN for the Middle East must have the following features:
- Fast and stable servers in many countries in the Middle East or nearby regions.
- Strong encryption and security protocols to protect your data and identity.
- A strict no-logs policy to ensure your online activity is not recorded or shared with anyone.
- A kill switch and leak protection to prevent your IP address from being exposed if the VPN connection drops.
- A large network of obfuscated servers that can disguise your VPN traffic as regular traffic and avoid detection by firewalls and Deep Packet Inspection.
- A 24/7 customer support team that can help you with any issues or questions.
- A money-back guarantee or a free trial to test the service before committing.
Considerations for using VPN in the Middle East
While VPNs are are great to access geo-restricted content, protect online privacy, and bypass censorship, using VPN in the Middle East may pose some challenges and risks that you should be aware of.
One of the main issues is that VPNs are illegal or restricted in some countries in the Middle East, such as Iran, Iraq, Oman, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates. This means that you could face fines, imprisonment, or even death if you are caught using VPN in these countries. Therefore, you should always check the local laws and regulations before using VPN in the Middle East.
Another issue is that VPNs may not work well or at all in some countries in the Middle East due to technical limitations or government interference. For example, some countries may block or throttle VPN traffic, use deep packet inspection (DPI) to detect and disrupt VPN connections, or require ISPs to register and monitor VPN users. Therefore, you should always choose a reliable and reputable VPN provider that offers strong encryption, obfuscation, and kill switch features to avoid detection and disruption.
A third issue is that VPNs may expose you to cyberattacks or surveillance from malicious actors or authorities. For example, some VPN providers may log your online activities, sell your data to third parties, or cooperate with law enforcement agencies. Therefore, you should always read the privacy policy and terms of service of your VPN provider carefully and avoid free or untrustworthy VPN services.
In conclusion, using VPN in the Middle East can be beneficial, but you should always weigh the pros and cons of using VPN in the Middle East and take precautions to protect yourself from legal and technical issues.
I can confirm that NordVPN obfuscated servers work in UAE. At first I didn’t understand that I needed to use a special server and I contacted NordVPN support to cancel my subscription (I bought it just for this trip). They suggested that I use their obfuscated servers. I did that and things were smooth afterwards. Hopefully my comment may be of some use to other travelers like me who connected to OpenVPN by default and thought the VPN couldn’t bypass the block.
I am in Iran and I want to use VyprVPN but I am not sure what I need to do to bypass vpn block. Are you sure VyprVPN will definitely work? Can you help me please?
Yes, VyprVPN will most definitely work in Iran or any other country that banned VPN use, but you need to use their “Chameleon” protocol. You can select it in the “settings” when you launch their app. VyprVPN specifically developed Chameleon to bypass strict firewalls on extremely restrictive networks. Chameleon completely hides the fact that you are using VPN and reroutes your VPN traffic via open HTTPS ports. Overall, VyprVPN is an excellent VPN provider.
They also offer a 3 days free trial. If you can cancel your subscription within those 3 days, your credit card will not be charged (and no questions asked).
Oh that’s why I couldn’t get any of the vpns to get to work in Dubai. I purchased Chameleon (VyprVPN) and it works flawlessly. I decided to buy VyprVPN because I also heard from a friend that it works in China too.
I use nordvpn obfuscated server in UAE and it works. Like this article mentioned, you do need to use obfuscated servers that are designed to bypass isp restricitions.
I had issues with the well known VPNs that weren’t that reliable in UAE so I decided to pay more and use Hide Me VPN. Yeah it’s expensive, but they are oriented towards privacy/anonymity and have a lot of options to mask VPN use. It works very well in UAE and I def recommend it.
VyprVPN is great for Iran. Chameleon is the most reliable tech I’ve tried so far comparing to other vpn providers. I am using Windows fwiw.
I’m a long term VyprVPN user as I frequently travel to Iran on business. I cannot say that it works perfectly but it works 95% of the time. Based on my experience and experience of the people I know, it’s almost impossible to get a VPN that will never experience outages. I still thought I should at least try other providers, but I cannot say that they were better. I am back to using VyprVPN.
Been using nordvpn for 3 months, no issues in Iran. Visited my friend in Dubai recently, nordvpn obfuscated servers worked well in Dubai too (openvpn didn’t).
I hope I won’t get into trouble for using VPN. I read that it’s legal to use it. but ilegal to use it for ilegal stuff. I have nord, they don’t log. Can I get in trouble?
Finally an article that explains why I should listen to your recommendation! Thank you, I tested Hide.Me SoftEther VPN mode that works very well in Iran. Hide Me doesn’t keep logs, has some cool options, gigabit servers. But the main reason I decided to buy Hide Me is because I heard that others have issues.
It’s unthinkable that Skype is blocked in UAE! I visit the country once in a while so I am forced to use NordVPN. It’s affordable no logs VPN. I now use even when I am back in the US.
Do any of these VPNs work on mobile devices? My friend came back from UAE a few months ago, he used VyprVPN and it worked well, but he doesn’t know if Chameleon works for mobile. I will be traveling to Dubai next month, I will need a VPN that works on iPhone too.
Which vpn is best for Dubai right now?
cannot connect with nord in iran.
Could anyone provide info regarding legality of VPN use in UAE? it is legal or illegal?
Tried Hide.Me VPN in Egypt when my family was on vacation. OpenVPN didn’t work, but Soft Ether VPN worked. Highly recommended.
Before I came to UAE I didn’t even know I needed a VPN to access regular streaming services and social media. I was very frustrated that I couldn’t access Skype and other websites. At first I’ve tried free VPNs but those didn’t work. Then I tried providers that I’ve heard about before but those didn’t work either. I was so frustrated to the point that I wanted to buy a place ticket and immediately leave. But then thanks to this guide I realized I was doing it all wrong! So I subscribed to VyprVPN free trial, connected to Chameleon and bypassed restrictions with no problems. I wish I found this info sooner, would have saved me so much trouble.
In Pakistan, use Nordvpn to unblock content. Nordvpn doesn’t log IP address, safe to access porn. I use obfuscating servers and pay with bitcoin.
Been to Iran once and I used NordVPN. Works great in the country.
I need a VPN that works in Dubai for free. please help
As an active social media user who went on vacation to UAE I was horrified to find out that I could not use Facebook Messenger, Whatsapp, Skype!! Absolutely impossible to communicate with my friends. I wasn’t prepared for it and I was even more horrified that I had to figure out how to make VPN work. I bought NordVPN but it didn’t work at first because I used incorrect settings. Customer support was very helpful. I connected to some sort of special servers that were made just for UAE. After that I could access everything again and talk to my friends and family. VPN is a must in UAE!!!
Iran has many limitations on the Internet. Social media sites and apps are banned, you need a VPN to access them. I use ExpressVPN and I like it. ExpressVPN is very secure and good for accessing blocked content. I never had problems with ExpressVPN so I can recommend it to others.
not sure if you tested any of these but I can tell you most of them don’t currently work in the uae. VyprVPN, express, Nord, pure, tunnel bear are all blocked. I’ve tried them and had premium subscriptions with Nord and VyprVPN. In fact both subscriptions are still active and neither work.
Have you been using their standard OpenVPN connection or tools specifically designed to bypass firewalls? You need to use their proprietary bypassing tools to unblock VPN in UAE. VyprVPN has Chameleon, for instance. This protocol masks the fact that you are using VPN and goes through port 443 (no ISP blocks this port). Same goes to SSH tunnels or OpenVPN over SSL. It’s impossible to block these technologies because they are indistinguishable from regular encrypted traffic (like when you go to HTTPS website). SSH, however, uses port 22 by default so if it’s blocked, the technology might not perform as expected.
Even with DPI, it’s also virtually impossible to block obfuscation tools that make OpenVPN look like normal https traffic.
If you are using standard encryption protocols like OpenVPN, L2TP or PPTP, it’s extremely likely they won’t work simply because their default ports are blocked. You can read more info in our guide on VPN ports and also our bypass firewall guide.
We will be removing TunnelBear from the list as their Ghost Bear feature seems to be malfunctioning.
When I came to Saudi Arabia I was looking how to unblock apps and services. I didn’t want to pay for a VPN because I thought I could get a free proxy. But no! Proxies are complete junk! They don’t work properly! Don’t waste your time and choose the VPN from the list here. VPNs actually work, they are more reliable. I am using Nordvpn because it works reliably in KSA.
I just came from Saudi Arabia where facebook is blocked. I bought ExpressVPN before I left but still was worried that it won’t work. It did! So glad I chose ExpressVPN.
I used VyprVPN for 3 years with fast speed and stable connection during my stay in Dubai. It’s awesome, as compare to PIA i found it usable.
having issues with vyprvpn, but it looks like a lot of vpns are having the same issues at the moment.
I’ll be going to Saudi Arabia soon. Bought VyprVPN, hope it will work. Do you think I should pick ExpressVPN instead?
Thanks for the list. I have NordVPN and I am wondering if I can rely on it once I visit Syria.
Great article! I use NordVPN when I go to Iran (my parents live there). It’s really great and easy to use. I tried other VPNs but there were not very reliable. So I use NordVPN because it’s really cheap and also reliable.
I used Nordvpn in Dubai last year but didn’t like the experience then I switched to Hide Me last December when I visited the country again. So far Hide Me works great in the area.
Internet restrictions in UAE are a nightmare. Feels like everything is blocked. Websites are blocked, social media too, even VPNs are blocked. Government in the Emirates tries to restrict and control almost everything. I live here a few months every year and I don’t know what I’d do without a VPN. Personally I use NordVPN because it works well and doesn’t cost much if you look at the prices from other providers. So if you are going to the Emirates, I’d recommend NordVPN.
hey, one of the best vpn services in iran is vyprvpn. Its private, secure, can bypass dpi. It work very well.
